There are over 300 million euros to leverage investment in Agriculture

Operation "Leader Operation and Animation Costs" will allow the continuity of the financing of the activity of the Local Action Groups (LAG) during the transition period

This Monday, the minister of Agriculture approved a set of notices to be launched by the end of the first quarter of 2022, within the scope of the Rural Development Plan (PDR2020), in a global package with an allocation of more than 300 million euros.

The first of these notices will be released this week and is aimed at “Investments in the Transformation and Marketing of Agricultural Products”. With an allocation of 40 million euros, it will cover all sectors, with the particularity of also including the wine and olive oil sector, which has not happened since 2018.

“I have no doubts that the package of advertisements now approved will be decisive for the agricultural sector. We are finally entering a post-pandemic recovery period and these incentives will make all the difference. There are more than 300 million euros that the PDR will make available, which will make it possible to leverage more than 600 million euros in investment in the agricultural sector", said Minister of Agriculture Maria do Céu Antunes.

Also during the month of November, the operation “Operating Costs and LEADER Animation” will be launched, which will allow the continuity of the financing of the activity of the Local Action Groups (LAG) during the transition period. It will have an allocation of 9,2 million euros.

In December, the notice “Investment in Agricultural Exploration” was launched, which stands out for being the one with the largest endowment in this package: 65 million euros. This notice is aimed at the opening of measures to support investment in agricultural exploration and covers all sectors, with the milk sector having a specific allocation (€5M).

This is followed by the announcement for “Improving the Efficiency of Existing Irrigation”, with a global allocation of €70M allocated to the following interventions: €30M for the financing of works, with studies and execution projects approved in the scope of Safety of Dams in Hydroagricultural Developments, and €40M to finance works, with studies and execution projects approved under the scope of the Rehabilitation and Modernization of Hydroagricultural Developments.

The installation of Young Farmers, in terms of funding the award and encouraging investment, will include the opening of two advertisements, with a total allocation of €55M: €25M directed to the installation of Young Farmers in territories vulnerable to fire hazards. , delimited by Ordinance No. 301/2020, of December 24th; and €30M directed to the installation of Young Farmers who intend to settle in the remaining territories.

Also in December, with an allocation of €5M, an advertisement "Rede Rural Nacional - Observatory of agriculture and rural territories" will be launched, with the objective of financing awareness-raising and counseling actions for consumers and the population of rural territories, with the objective of promoting the National Plan for Balanced and Sustainable Food.

The “Creation of Producer Groups and Organizations” advertisement will also be launched, with the aim of financing the Multi-Product Producer Groups at the start of their activity (1M€).

Finally, in the first quarter of 2022, the following notices will be released:

“Small Investments in Agricultural Holdings”, for the financing of small investments in agricultural holdings in territories vulnerable to fire hazards, defined by Ordinance No. 301/2020, of 24 December, under the Next Generation package (15M€);

“Support for the Provision of Agricultural and Forestry Advisory Services”, which aims to continue financing the provision of the Agricultural and Forestry Advisory Service (1 M€);

“Small Investments in Agricultural Holdings”, to finance the acquisition and installation of photovoltaic panels on agricultural holdings, under the Next Generation package (10 M€);

“Investment in Farming”, in the following areas of intervention: financing of investments that promote precision and intelligent agriculture on farms, under the Next Generation package (12 M€); financing of investments for the installation of areas for the preparation/treatment of plant protection product waste on agricultural holdings, under the Next Generation package (12,5 M€); financing investment in agricultural holdings in traditional permanent crops (10 M€);

“Improving the Efficiency of Existing Irrigation”, to finance the acquisition and installation of photovoltaic panels in Hydroagricultural Developments (€2,5 million);

“Interprofessional Organizations”, which aims to support organizations in the milk sector, improving the economic profitability of the sector, as well as the access of products to the market (200 thousand€).


The PDR2020 in numbers
The execution of PDR2020 made it possible to pay, in 2020, around 515 million euros, executing 100% of the allocation in the State Budget that was foreseen for the national component of the program.
As of September 30, PDR2020 had a commitment rate of 119% and an execution rate of 79%. Considering the reprogramming of the program, carried out to integrate the additional appropriations arising from the Transition Regime (€1.131M) and the Next Generation envelope (€312M), the commitment and execution rates decrease as a result of this increase in resources financial, with the following values: 89% commitment rate and 60% execution rate.

The approximately 365 applications approved in the PDR2020 (of which 9.000 “Next Generation” applications were approved) involve a public expenditure of 5,2 billion euros, of which, until 30 September, 3,4 billion euros had been paid. of incentives.
