Elsa Cordeiro and José Pacheco are Apolinário's deputies in the presidency of CCDR Algarve

José Apolinário begins today in Alcoutim a tour of the region's municipalities

Elsa Cordeiro (PSD) and José Pacheco (PS) are the vice-presidents of socialist José Apolinário's candidacy for the presidency of the Algarve's Regional Coordination and Development Commission (CCDR).

The first indirect elections for this body are scheduled for October 13th and, in the Algarve, it is practically certain that there will only be one list, although the official announcement will only take place next week.

The votes were cast by José Apolinário and José Pacheco, candidates for president and vice president, respectively.

The third element of the executive will be appointed by the Government and will be “Elsa Cordeiro, which is the name indicated by the PSD”, he revealed to the Sul Informação José Apolinario.

"We made an agreement and with the PSD the name that will be nominated to be nominated by the Government will be that of Elsa Cordeiro," added the candidate.

This agreement was national in scope and determined that the CCDRs in the Algarve, Alentejo and Lisbon and Vale do Tejo will remain in the hands of the Socialists and those in the Center and North will go to the PSD – although in Alentejo no consensus was reached.

The most likely next president of the Algarve CCDR also said that his candidacy "was signed mostly by mayors from the PS, but also from the PSD."

José Pacheco, the former regional administrator of the Portuguese Environment Agency is currently vice-president of the Algarve CCDR, appointed by the Government, and was a councilor of the Chamber of Faro into a socialist executive.

Elsa Cordeiro was a PSD deputy to the Assembly of the Republic, between 2011 and 2015, and a candidate for the presidency of the Tavira Chamber, in 2017, for the same party.

Despite the broad support, José Apolinário is going to start today in Alcoutim a tour of the region which, while not exactly a campaign action, can be seen as a charm operation.

«Regardless of whether there is an agreement here, we wanted to hold meetings with members of the executives, of the Municipal Assemblies and Parish Councils, council by council. The idea is to go to everyone, although meetings are not yet scheduled in the 16 municipalities of the Algarve», he revealed.

For José Apolinário, the fact that the president and vice-president of the CCDR are now elected by the mayors of the different regions “reinforces the need for articulation and consultation between the commission and the local authorities”.

"These meetings are to encourage participation and, on the other hand, identify the contributions to the mission of the CCDR that result from these meetings," said the until recently secretary of State for Fisheries.

In the future, the candidate for president of the CCDR of the Algarve advocates “greater articulation not only with the local authorities, but also with the different deconcentrated entities that are in the region”.

This last purpose involves, in essence, giving a new dynamic to the «Regional Interservices Council, which operates in the CCDR».

“Increasing coordination between the different deconcentrated services is absolutely essential to improve the response of the State in the region”, believes José Apolinário.

In this way, the work of CCDR Algarve may go far beyond «the issue of managing European funds and Spatial Planning», the competences on which this entity has focused most, until now.
