Citizen's card can be received at home or collected at offices Espaço Cidadão

Interim measures were announced today

The approximately 350 thousand citizen cards, whose withdrawals are pending, will now be delivered to Espaço Cidadão offices or by post at home, guaranteeing the Government that everything will be done by the end of the year.

These two provisional measures were announced today by Ministers of Justice Francisca Van Dunem, and Ministers of Modernization of the State and Public Administration Alexandra Leitão at a press conference, during which they guaranteed that the 350 thousand documents that are pending delivery will be in the possession of citizens by the end of the year.

Of the 350 cards that are pending delivery, 100 have already been scheduled until 31 October, with the Government predicting that this accumulated amount will be resolved by the end of the year, by post or delivery at Espaço Cidadão and at no additional cost to the citizen.

By 30 November, more than 100 cards are expected to be sent to citizens over 18 years of age who have mobile phone or email contacts and who, if they do not wish to receive it at home, will have to answer “no” to a sms sent from the number 915692970.

The physical document, which has to be received by the person at home, will not be active, but your authentication will be activated within 48 hours.

As for the delivery of the document in Espaço Cidadão, it is available to those who have dealt with its issuance or renewal in these same spaces, there are currently 38 adherent posts, specifically in the metropolitan areas in Lisbon and Porto, areas where there is more congestion of deliveries, but soon this number will increase to 100 with coverage in 18 municipalities.

Currently, of the 672 Espaço Cidadão offices, more than 530 allow the renewal/issue of the card, but were not authorized to deliver it.

These provisional measures are intended to enter 2021 without any pending issues and for this the State will spend 120 thousand euros.

Data provided by Francisca Van Dunem indicate that, from 1 January to September, 1,6 million citizen cards were requested and that 1,2 million were made in person at the service desks.

Of these, 54 were requested at Espaço Cidadão, which from now on are qualified to deliver them, 118 were renewed online and 166 renewed their card by replying to an SMS.

Health rules due to the Covid-19 pandemic resulted in a halving of people attending the Registry and Notary Institute (IRN), leaving only 1.100 working in person, circumstances that had implications for the speed of responses.
