Closure of the Vale da Lapa project threatens 40 jobs

Left Block questioned the Ministry of Finance about the closure of the project in Carvoeiro

The closure of the Vale da Lapa tourist development in Carvoeiro, decided by the company Oitante, which owns the property, calls into question "40 jobs and millions of euros from the State", according to João Vasconcelos and Mariana Mortágua, deputies of the Left Bloc .

Blocist parliamentarians addressed a series of questions to the Ministry of Finance about the Oitante company, "which has decided to close the Vale da Lapa tourism enterprise, in Carvoeiro, in order to choose a new Tourism Operator, without any specifications."

The company Oitante is fully owned by the Banif Resolution Fund, which was dissolved in 2015, and is responsible for managing the rights and obligations that constitute the bank's assets, such as this venture.

Vale de Lapa is a 5-star resort, with 85 villas, spa, restaurant, swimming pool and mini-market, with an extension of 6 hectares, valued at 26,5 million euros, which, since 2010, operated with the same tour operator. .

However, according to the Left Block, in October last year, Oitante, «as the owner and sole participant in the capital of the company WIL, SA, with a global value of 98,26% of the enterprise», decided to «make the choice of a new operator, advised by Altamira and by CBRE and by a law firm contracted for that purpose”.

As a result of this tender, Oitante requested the delivery in a «unilateral and abrupt manner» of the Vale da Lapa project, on 31 December, for itself and for the company WIL, SA, its subsidiary, with the project in full operation, with the intention of closing the activity of the same, not providing any information about the identity of the new operator, nor the award criteria», accuse the Blocist deputies.

For João Vasconcelos and Mariana Mortágua, this conduct, “in violation of the legal regime of tourist developments, jeopardized the continuity of the operation of the development, the maintenance of around 40 jobs and the fulfillment of contracts with tourist operators and with the clients".

The deputies also consider that "such conduct is harmful, in addition to the transparency of processes to which entities in the State's business sector, and specifically, its administrators who have the status of public managers, are obliged."

For the blocists, «all these decisions and behaviors are serious, as in addition to penalizing national tourism and the destination Algarve, as the main tourist region in the country, they harm the patrimonial interests of the State by devaluing its real estate assets, as well as the legitimate ones. workers' aspirations in terms of job maintenance and other contractual rights in the labor sector, in accordance with Portuguese legislation».

João Vasconcelos and Mariana Mortágua, in questions addressed to Mário Centeno's office, questioned the Government if the Ministry of Finance is aware of this situation and “agrees with Oitante's strategic management criteria in choosing a new operator for the enterprise for another ten years , without the completion of the respective sale in accordance with Oitante's corporate objectives, defined until 2022».

The deputies also want to know if, "in the event that the Vale da Lapa enterprise is closed, who will assume this responsibility" and if "the labor rights of all its workers are guaranteed".
