Seminar in Faro discuss circular economy in construction

“Circularity in the Construction Sector” is the theme of a seminar to be held on 10 September, from 10 am, at the Regional Coordination and Development Commission (CCDR) of the Algarve, in Faro.

This initiative aims to present good practices in the management of Construction and Demolition Waste (CDW), with the aim of improving the management of this type of waste, as well as discussing the possible circularity in the construction sector.

In this context, the «implementation of a Circular Economy model in the construction sector, which prevents the production of CDW and encourages its valorization, will be discussed, contributing to the closing of the materials cycle», says the Portuguese Environment Agency.

«The civil construction sector is responsible for a very significant part of the waste produced in Portugal, a situation common to most other member states of the European Union in which an estimated global annual production of 100 million tons of construction and demolition waste (RCD)”, he adds.

In addition to the large quantities associated with it, «this waste has other particularities that make its management difficult, among which its heterogeneous constitution with fractions of varied dimensions and the different levels of danger of which they are constituted stand out».

The civil construction activity itself also presents some specificities, such as the geographically dispersed and temporary nature of the works, which make it difficult to control and inspect the environmental performance of companies in the sector.

The difficult quantification, uncontrolled deposition and the use of systems supported by end-of-line treatments, which are still in place, embody constraints inherent to the management of this flow, which intensify in view of the aforementioned characteristics.

«These practices, leading to environmentally undesirable situations and incompatible with national and community objectives in terms of environmental performance, determined the need to carry out a diagnosis of the situation, especially in terms of the management carried out in private works under municipal responsibility. For this purpose, surveys were drawn up to the Municipal Councils and regional seminars were held for joint discussion of the obstacles and constraints identified by the municipalities».

After weighing up the results obtained, the APA says that "it is important to disclose a set of good practices and analyze possible solutions to be implemented to improve this management".
