National Territory Planning Policy Program has already been approved in Parliament

The PNPOT is the top instrument of the territorial management system

The law that enshrines the first review of the National Territory Planning Policy (PNPOT) was approved on Friday, 14, in the Assembly of the Republic, with favorable votes from the PS, against the PCP and abstentions from the other parties.

The PNPOT is the top instrument of the territorial management system, which defines objectives and strategic options for the development of the national territory, establishing its organizational model.

It is also the guiding territorial reference for the Portugal 2030 Strategy and the National Investment Program
2030.

In a press release, the Ministry of Environment and Energy Transition argues that «the PNPOT is crucial to achieving the objectives of external competitiveness and internal cohesion of the country, by defining the guidelines for the Territorial Management Instruments, supporting, at various levels, integrated approaches to sustainability, highlighting the importance of climate change, the enhancement of the territory, the decarbonisation of society and the circularity of the economy”.

The work to change the PNPOT took place over 20 months, accompanied by a system of Focal Points and a Consultative Committee, with the proposal being submitted for public discussion.

During this period, the participation and involvement of all relevant actors from the political and administrative spheres, academia, organizations representing interests and civil society were encouraged.
