Câmara de Lagos only accepts to assume one of the powers decentralized by the Government

Joaquina Matos says he agrees with the decentralization process, but that he does not consider that he is, for now, able to assume the vast majority of the powers that the Central State wants to transfer to the Chambers

Managing unused public real estate assets is the only competence that the City of Lagos will accept, as early as 2019, as part of the decentralization process being carried out by the Government.

The proposal of the executive led by socialist Joaquina Matos to accept a competence and reject «the transfer of competences contained in the remaining eight specific diplomas published pursuant to Law No. 50/2018 of 16 August», was unanimously approved at the Meeting of Chamber, and should be confirmed at the Municipal Assembly on 29 January.

According to the Municipality of Lagos, the Mayor of Lagos «expressed her agreement in principle with the project of decentralization of competences in progress, but justified her proposal for partial acceptance, in 2019, as she considered that the necessary conditions for full assumption of the same, whether for reasons related to the impact on the organic structure and the framework of human resources, or because of the need for a deeper clarification of the various issues inherent to the exercise of these new competences».

«In what concerns the management of unused public real estate assets, it was considered that the assumption of this competence by the Municipality of Lagos could give a positive boost to the implementation of the negotiation process that has been taking place – dragging on in time – regarding the transfer the former Guardia Fiscal building, located in the center of the city (Praça de Armas), and other buildings, which are intended to be effectively used, namely by affecting cultural dynamism”, added the local authority in Lacobrigense.

For Joaquina Matos, “in Portugal we are decades behind when it comes to the organization of the State, which continues to be excessively centralized”, which is why, politically, he is absolutely in favor of the decentralization process that has just begun. However, he also referred that "it is important to take safe steps in this process of welcoming new skills" so that, by receiving them, "we can do better than the Central State and also serve the populations better."

The same meeting also presented the proposal to issue a favorable opinion on the transfer, to AMAL – Algarve Intermunicipal Community, in 2020, of competences in the domain of sub-regional internal tourism promotion (in conjunction with regional tourism entities). in the field of projects financed by European funds and programs to attract investment, in the field of justice and in the field of support for volunteer firefighters.

Earlier this week, Joaquina Matos was one of the mayors who attended a meeting with members of the Government, where decentralization was on the table.
