The collection of proposals under the Participatory Budget of Albufeira will start next week in all parishes in the municipality. For the 5th edition of the OP, the Câmara de Albufeira approved a budget of 250 thousand euros to be applied in art projects in public space.

Ana Pifaro, councilor responsible for Participatory Budgeting and Citizenship, highlights that the chosen theme will allow the presentation of ideas/proposals that combine different artistic expressions with the use of buildings, equipment and other municipal spaces, making them more attractive.

The first public session of participation and collection of proposals for the Participative Budget (OP) of Albufeira is scheduled for March 13 (Tuesday), at 18:30, in the Hall of the Parish Council of Paderne.

On the 14th of March, Wednesday, the session will take place at 20:30, at Escola EB 2,3 in Guia. On Friday, March 16, the collection of proposals will take place at 20:30, at Escola Secundária de Albufeira and, on the 20th, at 18:30, the session will take place at the EB1 School of Olhos de Água.

The parish of Ferreiras will be the last to present proposals to the Participatory Budget, on the 21st of March, Wednesday, at 20:30, at Escola EB 2,3 de Ferreiras.

The Council of Albufeira explains that «the public sessions aim to promote the presentation of investment proposals, as well as to favor the collective definition of priorities through a debate between the participants, with a view to consensual and elect those who are able to proceed to the technical analysis phase.

Individual voters may participate, namely residents, owners, students, workers or representatives of the associative movement, the business world and other civil society organizations.

Interested parties "may formalize their proposals during the public sessions of participation, according to a guide, which sets the rules for the functioning of the sessions, forms of participation and selection of proposals", adds the municipality.

Depending on the number of participants, it will be distributed among tables and rooms, with each room being able to accommodate a maximum of three groups of six participants.

The work at each table will be conducted by a facilitator, who is responsible for ensuring compliance with the participation rules, as well as the session guide, which implies the presentation, discussion and voting of all proposals, with a view to their final tabulation.

At each session, a maximum of four proposals may be approved, which will later be forwarded for technical analysis by the municipal services.

The City Council of Albufeira emphasizes that, during public participation meetings, it will not be allowed to attend the works, since
all those present will actively participate in the sessions, either as proponents or as OP facilitators and advisers.

Each participant may present only one idea or proposal per session, and proposals that have already been presented in other sessions or even in previous editions of the OP may be resumed, as long as they have not been part of the group with the most votes.

The municipality adds that the sessions are not geographically restricted. "Any participant, regardless of their area of ​​residence or the location of the idea or proposal to be presented, may participate in any of the sessions".

Ana Pifaro, councilor responsible for Participatory Budgeting and Citizenship, stresses that «the PB is an important management and strategic tool shared between the Municipality and the population, whose cycle includes planning, execution, verification and action, in a perspective of continuous improvement. That is why it is so important for everyone to participate in all phases of the process».

In addition to the presentation of proposals in public sessions, participation is open in later stages of the process, namely within the five-day period provided for appeal, in relation to the results presented after the technical analysis, in the voting of the projects, or in the evaluation phase of the OP .
