Lagos and IHRU sign protocol to facilitate access to housing

The Institute for Housing and Urban Rehabilitation (IHRU) and the Municipality of Lagos signed, on May 25th, a protocol within the scope of the “Rehabilitate para Lease – Affordable Housing” program, which aims to regenerate urban centers, contribute to its dynamization and economic valorization and facilitate the access of families to housing.

If the council's owners want to join this program, Maria Joaquina Matos, mayor of Lagos, made sure that the municipality “will provide assistance in whatever way possible and will, from now on, publicize this program ».

According to Victor Reis, president of the IHRU, “this program was created to try to respond to various situations, which over the years have been observed as the fact that the number of classic family accommodation has doubled”.

In addition to this, there are now “6 million houses for 4 million families” or “the rent has fallen, since almost 80% of families live in their own house” and “the fact that almost 90% of the houses have larger typologies (T3, T4 and T5), and in recent years the demand is more accentuated for smaller typologies».

And there is also “the fact that we are, in Europe, the country with the most vacant homes”. For the head of the IHRU "it is necessary to reflect on all these data and rethink the housing policy, since the paradigms relating to this issue have been changing in recent years."

According to Victor Reis “there are more and more young people looking for houses to rent and with smaller types than those that the market has to offer, at prices considered to be affordable”.

In fact, it was in this sense that the “Rehabilitate for Lease – Affordable Housing” program was launched, since one of its criteria is the requirement of a conditional rent, “accessible to the majority of the country's population and taking into account our level of life".

The new program "Rehabilitate for Lease - Affordable Housing" aims to finance rehabilitation operations of buildings aged 30 years or over, which are then predominantly intended for housing purposes, with the housing fractions intended for rental in conditional income scheme.

The Câmara de Lagos says it is "strongly committed to promoting the urban rehabilitation of the historic center, as well as old buildings that are degraded" so it has moved forward with this protocol, which will be in force for three years.

This decision was based on “several assumptions, namely the fact that the rehabilitation of old urban areas, in particular the historic centers, is a national objective and the fact that the commitment of the urban rehabilitation sector, along with other initiatives, contributes to the creation of employment and the dynamization of the rental market”, concludes the municipality of Lacobrigense.
