In the motion «For the equity and justice of tax taxation in the municipality of Faro», presented by the PS and approved with votes in favor of the Socialists and the CDU and votes against by the PSD/CDS-PP permanent executive (in a minority in this body), opposition councilors consider the tax burden being imposed on citizens to be excessive and they want the capital gains collected through the collection of taxes applied in the PAEL amortization.

Despite having its political weight, this motion is "only a recommendation", recalled the mayor of Faro Rogerio Cod Sul Informação, since «the allocation of revenue can only be made within the scope of the Municipal Budget».

For the rest, he recalled, the amortization of the debt to the State, under the PAEL, has already taken place in the current year, and the amount for this purpose was reinforced in the recent budget review, which added more than 4 million euros to the 2016 Budget of Faro.

The measure was proposed by the two opposition parties and was eventually approved unanimously, together with other proposals, which included a strong commitment to the renovation of the municipality's road networks and the rehabilitation of public buildings.

Rogério Bacalhau, who says he "does not agree" with the partial reduction of this debt, reaffirmed that he is "sounding out the bank" and trying to gather the administrative conditions to take out a loan that will allow him to pay the debt at once and get rid of the limitations of the PAEL, which oblige the municipality to have taxes at maximum values.

This is one of the reasons that lead the opposition to weave strong criticisms of the current PSD/CDS-PP executive and its predecessor, who was led by the social democrat Macário Correia (Rogério Bacalhau was vice-president of the Chamber), who say they have « recourse to a reorganization plan, to the detriment of a financial rebalancing plan by political choice'.

"The right preferred to exaggerate the financial difficulties to force the residents of Faro to maximum taxes", reads the motion.

The opposition also points the finger at the previous Government, which it accuses of having provoked "a colossal increase in taxes that affected a significant part of the population", by re-evaluating the urban and rustic heritage and increasing the personal income tax rates.

But this is not the only reason that the Farenses are currently disbursing "2 million euros a month in direct taxes in total", according to the PS.

The socialists accuse the current executive of having "further aggravated the taxes paid by the municipality's residents", by setting new location coefficients. "This change in the location coefficients could have resulted in a decrease in the value on which the IMI is levied, reducing the real rate of that tax and reversing it to the benefit of the municipality's inhabitants", they argue.

Rogério Bacalhau, in turn, guaranteed that the setting of the location coefficients is not determined by the executive, but rather “by a technical team, which takes into account the most diverse factors”.
