Lopes Serra was mayor of Loulé and Civil Governor before the 25th of April, but he also became a councilor, at a time when Joaquim Vairinhos was mayor. Between 1969 and 1972, he presided over the Loulé Council, where he left his mark, since in the first years of his mandate «the repairs to the Paços do Concelho building were approved, the electricity network in Vilamoura was expanded and remodeled. if that of the northern area of ​​Vila de Loulé”, according to the Chamber.
