"Servir Portimão" accuses Isilda Gomes of "intoxication campaign" because of the FAM

Portimão ChamberThe coalition «Servir Portimão» accused the city council executive from Portimão, led by socialist Isilda Gomes, of having «launched a veritable campaign of intoxication of public opinion», on the proposal presented by the municipality to the Municipal Support Fund (FAM) and approved in the past April 1st.

The Municipal Adjustment Program (PAM) of the Portimão Chamber, like the Sul Informação reported first-hand, was approved by the executive board of the FAM on the first day of this month, after a positive opinion has been issued by the Monitoring Committee.

However, this approval is not the end of the process. As highlighted on the FAM website and as had already been said by Isilda Gomes to our newspaper, the municipality is now «in a position to develop the mechanisms for approval by Organs municipal bodies, which will be followed by the request for a Visa from the Court of Auditors».

It is precisely in this regard that the coalition «Servir Portimão» accuses the socialist mayor of trying to «make believe that the FAM of Portimão had already been approved».

The opposition force adds that, on the 6th, in the «private work meeting held between members of the Executive and the Municipal Assembly», it defended that «such approval never occurred, with only a mere informal agreement on the latest version of the successive proposals that the executive was presenting to the Executive Board of the FAM». An interpretation that contradicts what the FAM itself reveals on its official website, when it announces the formal approval of the Portimã Adjustment Programoe from Vila Real de Santo António.

But it is a fact that, for the Portimão WFP to be definitively approved and to enter into force, it is still necessary that the document be debated and approved in a meeting of the Chamber and in the Municipal Assembly and then subject to approval by the Court of Auditors.

Those elected from the “Servir Portimão” Coalition, whose leader is councilor José Pedro Caçorino, underline that “both the Executive of the Municipality of Portimão and the Municipal Assembly of Portimão have not yet discussed – much less approved! – these documents'.

Furthermore, "in addition, even if the same documents are approved by the aforementioned municipal bodies, it is essential to obtain a prior visa from the Court of Auditors, being certain
that this jurisdictional entity has a different understanding from the Executive Board of the FAM on the financial requirements and measures that should be included in the FAM and the PAM».

The coalition «Servir Portimão» recalls the case of the Chamber of Aveiro, led by the social democrat Ribau Esteves, where «this difference in interpretations» led to the lead by the Court of Auditors.

The main opposition force in Portimão adds that the socialist executive “does not currently have a “plan B” to face a possible lead by the Court of Auditors, as was expressly assumed by Dr. Isilda Gomes in full Assembly Municipal!"

"Servir Portimão" says it is also surprised that the mayor has not said "a word about the position of the Statutory Auditor of the Municipality regarding the proposal of the FAM and the PAM" and emphasizes that this "strangeness gains even more accentuated contours, when the extraordinary meeting of the Executive to discuss the FAM, initially scheduled for the next 11th of April (Monday), was postponed due to the need to correct errors (!) in the documents sent by the Executive Committee of the FAM».

For all that, claiming to maintain vigilance in relation to the matter, the coalition announces that, "in due time", it will "publicly present its reasoned position on these plans".
