LagoaThe Chamber of Lagoa unanimously decided, at its meeting on March 3, to agree with the proposal to start the PDM review process.

The PDM is a component of the municipal land use plan, which regulates the planning and planning of the municipality's territory, being prepared by the Chamber and approved by the Municipal Assembly.

It defines the municipal organization of the territory, establishing the spatial referencing of land uses and activities, through the definition of classes and categories related to space, identifying urban, road, transport and equipment networks, collection systems, telecommunications, treatment and water supply, among others, consisting of three different documents: the regulation, which brings together the legal conditions that must be met in the occupation of municipal land; the planning plan that represents the spatial structure model of the municipal territory; and the conditioning plan that identifies the easements and restrictions of public utility in force.

The proposal presented to the Chamber meeting resulted from the fact that the Municipal Master Plan of the Municipality of Lagoa – prepared under Decree-Law no. 69/90, of 2 March and ratified by Council of Ministers Resolution no. 29/ 94, of 10 May – having undergone several dynamic phases within the framework of the Legal Regime of Territorial Management Instruments (RJIGT), including the amendment by adaptation to the Regional Planning Plan of the Algarve (PROT Algarve) or the elaboration of various territorial plans of municipal scope (PTAM, according to the concept established in article 43 of the Basic Law on Soil Policy, Spatial Planning and Urban Planning).

However, the foundations of the PDM are essentially maintained, resulting in a plan with more than twenty years of application, which, according to the municipality, "in itself demonstrates its outdated and decontextualized nature in light of the legal and political ordering framework. of the current territory and superior strategic frame of reference, to which are added the strong changes that have occurred since its approval, in the development and use of the land, when compared to the beginning of the 90's, in which it was elaborated».

It is, therefore, a territorial planning instrument that is 'obsolete in time and space, mortgaged new dynamics of occupation and use of the land and development of the territory, in addition to having exceeded the maximum period of validity provided for in the RJIGT that it imposes. the mandatory review 10 years after entry into force'.

Hence the need to «consider and profoundly review the terms and molds that support the Lagoa PDM», because the City Council believes that such a document will «contribute, therefore, to the economic and social development of one of the most renowned tourist regions of the Algarve».
