Twelve projects throughout the municipality of Vila do Bispo, proposed by the population during the Participatory Budget process, will be included in the Activities Plan and Municipal Budget for 2015, which will be discussed next Tuesday, at a chamber meeting.
To define the winning projects, the population of the municipality of Vila do Bispo was invited, between 15 and 20 October, in public sessions in the main hall of the City Council, party hall of the Sociedade Recreativas de Barão de São Miguel, Parish Council of Sagres and the Instruction and Recreation Society of Budens, to identify, debate and prioritize projects/works for the municipality, thus participating in the preparation of the Plan and Budget.
From these meetings, the president of the Chamber Adelino Soares made a commitment to include a dozen projects in these documents.
Thus, for the parishes of Vila do Bispo and Raposeira, the restoration of the Celeiros building is planned, the preparation of the rehabilitation project for Praça da República and the construction of the Castelejo municipal subdivision with the creation of about 24 lots and respective streets. in the county seat.
In the village of Pedralva, its own water supply system will be built and, in Raposeira, the Primary School will be restored and adapted to install a museum center there, while the improvement of the outdoor space is also planned. In the locality of Hortas do Tabual, a new water reservoir will be built.
As for the parish of Barão de São Miguel, it will intervene in that locality's riverside and build the sanitation and water supply network in the Rui Vaz subdivision, as well as pave its streets.
In the parish of Sagres, on the other hand, several interventions are planned, namely in the Municipal Market and the construction and expansion of the seat of the Clube Recreativo de Sagres.
The execution of the Sagres Center requalification project is another of the actions to be included in the Activity Plan and Budget for 2015.
The redevelopment of Areias de Cima, Residência and 25 de Abril streets, as well as the surroundings of Praça da República, are the actions planned for the parish of Budens.
Adelino Soares, mayor of Vila do Bispo, emphasizes that the Participatory Budget (PB) is an «instrument of participatory public management of fundamental importance in the strategy of the Municipal Council of Vila do Bispo, as it brings elected and voters closer together and promotes active participation of the citizens in the processes of municipal planning and management”.
It is a form of governance, management and planning of territories, which is based on the active participation of citizens.
In this context, the PB of Vila do Bispo has as its main objectives to involve the citizens in an informed and responsible manner in the local government process and thus guarantee their participation in the main decisions on municipal investments.
In this way, it is guaranteed that the public money to be invested, next year, “corresponds to the true and natural aspirations of the population”.
Mayor Adelino Soares considers this action carried out with the Participatory Budget “very positive”, especially due to the population's adherence to this process of public and democratic management.
With the "valuable contribution" of the population, believes the mayor, "the Activity Plan and Budget for 2015 will now be a richer document that reflects the major priorities to be carried out over the next year in the municipality".
