This adhesion appears, according to the municipality, "in the scope of the humanitarian policy of protection to its citizens, namely with regard to equality and the rights to exercise their citizenship in a social responsibility strategy".

The Câmara de Lagoa adds that, according to the Secretary of State for Local Administration and Administrative Reform and the National Association of Portuguese Municipalities, the Network aims to protect victims of domestic violence, providing low-cost fireworks so that they can restart their lives after leaving the shelters.

Crimes of domestic violence – foreseen, typified and punished under the terms of Article 152 of the Penal Code, as well as the Universal Declaration of Human Rights – are considered violations of universally recognized Rights, Freedoms and Guarantees, namely in the Constitution of the Portuguese Republic, which defends the right to citizenship and gender equity, criminalizing all acts against physical integrity.

This Protocol arose from the «need to support women victims in their process of empowerment, particularly in terms of housing responses in the community, since the issue of housing was identified as one of the greatest difficulties when leaving home. shelter”, says the municipality.
The Câmara de Lagoa, by adhering to the Protocol, “commits itself to including victims of domestic violence among its priorities – within the scope of its intervention and social support in the dynamics of the Social Action and Health Unit – and as one of the factors of consideration when reviewing the Regulations for the Allocation of Social Housing in Municipal Neighborhoods and the Municipal Program to Support Lease in the private market, for needy families».
