The Algarve Regional Health Administration (ARS) informed that, «with the termination of the Management Contract with GP Saúde – Management Company of the Center for Medicine and Rehabilitation of the South», it assumed the management of that Center for Medicine and Rehabilitation of the South, located in São Brás de Alportel, since yesterday, the 23rd of November.

The termination of the contract is contained in Order no. 15312-C/2013 and Order no. 15312-D/2013, published in the Diário da República no. 227, 3rd Supplement, Series II of 2013-11-22.

Within the scope of this process of reversion of CMRSul to the State, and consequent integration in the management of ARS Algarve, «the continuity of the operation of the Center and its health care services is guaranteed».

The ARS emphasizes that the employment situation of all professionals who currently integrate this Center is also safeguarded, with individual employment contracts being maintained, with no change in the established employment relationship.

Therefore, a recent decision by the Council of Ministers, which had authorized the ARS Algarve to make an expenditure of 8,23 ​​million euros in order to extend the management contract of CMRSul until December 31 of the next year, was ineffective. 2014 because the management, under the Public Private Partnership (PPP) regime, expired in the meantime.

The authorized expense served to extend the management contract of the Galilei Saúde Group, meaning a reduction of «approximately 10% of the charges for the National Health Service», as read in the statement from the Council of Ministers.

According to a source from the Galilei Saúde Group to Sul Informação, despite negotiations with the Ministry of Health having come to a successful conclusion, the Court of Auditors did not approve the new contract, so the management of that Center is now assumed, albeit provisionally, by the ARS.

According to Dispatch No. 15312-D/2013, of 22 November, of the Office of the Secretary of State for Health, «the management of the Center by ARS do Algarve, IP, will continue until it is in good condition. to assume the management of a new operator, bearing in mind the continuity of the work of the Project Team designated for the study and preparation of the launch of a new partnership».

The Dispatch also indicates that «the universality of assets and rights that make up the Center will revert to ARS do Algarve, IP, which will succeed the Management Entity in the overall object of the Centre's operation, maintenance and conservation of the building and provision of health services. physical medicine and rehabilitation, through inpatient and outpatient services, for the population of the geographical area of ​​the districts of Faro and Beja, being able to provide care to the population of other districts of the country, as long as it has available capacity and there are no waiting lists».

«As manager of the Centre, ARS do Algarve, IP shall ensure that the establishment continues to operate as a Rehabilitation Center integrated in the Physical Medicine and Rehabilitation Reference Network, maintaining the care profile and area of ​​influence provided for in the technical studies that presided over its installation, under the terms that were formalized in the Management Agreement that now expires", adds the document.

On the other hand, continues the Order of the Secretary of State, «without prejudice to the management of this specialized unit of the hospital referral network for physical medicine and rehabilitation of the NHS, it is not expressly provided for in the scope of the competences of the ARS do Algarve, IP, this has the competence to perform all the acts necessary for its proper functioning, guaranteeing the continuity of the provision of health care to the population with the same level of quality and access».

Thus, the ARS must «articulate with the current Managing Entity of the Centre, in order to ensure the proper transition of its management», «designate a coordinator for the Center who will report directly to the Board of Directors of ARS do Algarve, IP», «proceed the revision of internal rules and regulations with a view to adapting them to the new legal framework, maintaining at the Center an organizational structure adequate to its mission and to the requirements of a high level of performance».

It must also "analyze and define which contracts for the provision of General Support Services, subcontracted by the current Management Entity, which must be transmitted to ARS do Algarve, IP, as well as enter into new contracts that are considered essential to the operation of the Center" and still “analyze and evaluate the staff map under subordinate work assigned to the Center”.

The Dispatch also says that, «to ensure the financing of the Centre's activity, the budget of ARS Algarve, IP may be reinforced with adequate funds, taking into account the existing structure and the level of assistance activity that has been carried out by the Center".

On the other hand, «ARS do Algarve, IP must submit, within 30 days, a report on the execution of the Center's reversal and an action plan with a view to maintaining the Centre's operationalization, as long as it remains under the management of ARS of the Algarve, IP».

The first Management Contract of the Physical Medicine and Rehabilitation Center of the South, under a public-private partnership (PPP) regime for 7 years, had been signed on June 21, 2006, between the Regional Health Administration of Algarve IP and the GPSaúde – Management Company of the Center for Physical Medicine and Rehabilitation of Sul, SA

This Center has 54 beds and is intended for the treatment of inpatients with spinal cord injuries, traumatic brain injuries and strokes, with the geographical area of ​​direct influence in the districts of Beja and Faro.
