The Portimão Council had to resort to invoking the public interest to overcome the constraints of the so-called Law of Commitments and thus be able to hire non-teaching staff for the municipality's schools.

In order to guarantee the functioning of teaching and education establishments, with regard to the management of non-teaching staff, the municipality "has faced several constraints arising from the legislation currently in force, which were nevertheless overcome with the invocation of the state of necessity in the public interest, because if this did not happen, the completion of the public school and the normal functioning of the school year would be at stake”.

In relation to the 1st Cycle of Basic Education, despite all the difficulties created by the well-known Law of Commitments, the Municipality managed to take over the beginning of Curricular Enrichment Activities (AEC) from the first day of classes in the school calendar in all School Groupings .

During the current school year, around 80 teachers will ensure the teaching of English and physical and sports activities for all students from the 1st to the 4th year, the teaching of music for the 3rd and 4th year students and expressive play activities for 1st to 2nd year students, allowing the 2265 students enrolled in the 1st cycle to attend these activities, which represent an asset to their training path.

On the other hand, continuing the work developed by the socio-educational intervention teams in previous years, consisting of a psychologist and a social worker, each School Group has this technical support, provided by the Municipality, to ensure a better service to students and a important support for families and teachers.

In the current school year, special attention will continue to be paid to any signs of instability arising from the current social context, in collaboration with educational support teachers, class directors and respective management bodies.

With regard to school transport, students in primary and secondary education, who are covered by Decree Law No. 299/84 of 5 September, have the support of the Municipality for the full amount of the School Pass or for the reimbursement of value.

By decision of the Municipality, students residing in the municipality who are not covered by the provisions of the aforementioned diploma, may still purchase their school pass directly at the ticket office with a 40% discount upon proof of address and enrollment at the educational establishment in question. find to attend.

 

Social support continues 

 

Families in Portimão will be able to continue to count on the municipality's support in the «free of charge family support component in pre-school education», «despite the existing difficulties, and at a time when they are facing major financial difficulties», announced the Chamber from Portimão in a press release.

"With this service, working families can count on social support in which they are guaranteed the accompaniment of their children", during lunchtime and extended hours, that is, after school activity, until 19:00 , depending on your working hours.

The municipality emphasizes that the 39 rooms of the 13 existing Kindergartens are attended by 960 children, 80% of whom enjoy this benefit, providing the Municipality for this purpose with one animator for each room.

Although the law does not determine it, the municipality provides social support to pre-school children and with regard to this support, according to data collected so far, the Municipality of Portimão will provide support to 169 children who benefit from Grade A and 142 children in Grade B, in which the entire value of the meal for children in Grade A is assumed, and 50% of the value of the meal for children in Grade B.

With regard to social support in the 1st Cycle of Basic Education, according to data collected so far, the Municipality will provide support to 471 students who benefit from Grade A and 326 students with Grade B, in which the entire value of the meal is assumed. (€1,68) for students with grade A and 50% of the value (€0,95) for Grade B, while non-subsidized students will have a small contribution from the Municipality, being responsible for the value of €1,46 per meal.
