Alberto Almeida: Law of Commitments will make exceptions for spending in schools

The Government will make exceptions to the Law of Commitments with regard to spending by local authorities on schools […]

The Government will make exceptions to the Law of Commitments in what concerns the expenses of the local authorities with the schools under their responsibility.

The regional director of Education of the Algarve Alberto Almeida assured the Sul Informação that the situation “was resolved a few days ago” and that “everything is already dealt with with the Finances”. Municipalities have not yet been informed of this change.

“This situation is already resolved, as far as schools are concerned. In terms of Curriculum Enrichment Activities (AEC), food and everything else is already safeguarded», guaranteed this Tuesday Alberto Almeida, on the sidelines of the official inauguration of the Integrated Basic School of Martim Longo.

In other words, the municipalities will not have to be subject to the rules of the new Law of Commitments, which prevents municipalities from assuming expenses for which they do not have expected revenue in the next three months, in relation to these expenses and the signing of fixed-term contracts with AEC teachers concerns.

«The Law of Commitments does not change, it only opens exceptions for the Chambers in this aspect, because, in fact, the school cannot stop», illustrated the regional director of Education of the Algarve, in statements to Sul Informação.

A measure that will be good news for the local authorities, despite not having been announced to them so far, as assured to our newspaper the president of the Algarve Intermunicipal Association AMAL Macário Correia.

"The law is published and there is no change in this regard," he said, hoping that, if there are changes, they will be duly announced to the local authorities. Hence, he guarantees that he "will never comment on such a statement", without being officially informed of the change by the Government.

"What there is, and there should be no confusion, is an ordinance, launched about 15 days ago, which determines the transfer of funds from the Central Government that were already owed to the municipalities, to help with the expenses they will have to bear with education », added Macário Correia.

If confirmed, this measure will make life easier in the municipalities, namely the Algarve, which last week took a joint position to ask for changes to the Law of Commitments, given the financial difficulties they are experiencing, which they guaranteed are deeper than in the rest of the country. Education expenses were, moreover, given as an example in a notice that AMAL issued last week, where he accused the Government of paralyzing the municipalities with the Law of Commitments.
