The director of the District Social Security Center of Faro, Ofélia Ramos, traveled, on March 15, on a working visit to Tavira, at the invitation of the city council, given the concerns of the municipal executive in relation to the social area.

The meeting's program began, at the Álvaro de Campos Municipal Library, with a meeting of the Local Council for Social Action of Tavira (CLAST).

During the initiative, the Committee for the Protection of Children and Youth of Tavira and the Local Nucleus for Insertion of Social Security joined CLAST, and various issues in the social area were also analyzed.

In this sense, the main measures and strategic lines for the European Year of Active Aging and Solidarity between Generations were presented, foreseeing the implementation of actions within a framework of transversality between various Ministries and civil society entities, whose purpose is to face the impact of demographic change and promote social inclusion.

At the meeting, a presentation was also made about the social policy of municipal housing, namely, with regard to the monitoring and revision of the Housing Park Management Regulation.

The municipality says that the purpose of this regulation is "to systematize in a single diploma the rules and criteria for the management of municipal assets in accordance with the principles of equality and proportionality, justice and impartiality and the pursuit of the public interest in respecting the rights and interests of citizens".

The regulation includes innovative provisions and seeks to adapt the regime to the urban and social reality of the municipality, responding to needs arising from the social and patrimonial management of the park, regulating the contractual specificities of the lease, as well as the criteria and procedures.

In response to the challenge of the District Center, the meeting also enabled the rehabilitation of the Senior Age working group (constituted in July 2010), with the following entities becoming partners: Municipal Council, Local Social Security Service of Tavira , Health Centre, Public Security Police, Republican National Guard, Anchor Association, Luz de Tavira Town Hall, Tavira Santa Casa da Misericórdia, Cachopo Parish Center, Tavira Delegation of the Portuguese Red Cross, Santo Estêvão Social Center , Santa Maria Social Center and Nossa Senhora das Dores Center of Santa Catarina.

Also during the meeting, the 2011 – 2012 cooperation protocol between the Ministry of Solidarity and Social Security, mutual societies, mercies and social solidarity institutions (IPSS) was presented, which is governed by trust, flexibility in management and rigor budget, as well as by the regime foreseen for the atypical agreements.

In the afternoon, there was a visit to several IPSS in the county, namely the Irene Rolo Foundation, Lar Castro de Sousa of Santa Casa da Misericórdia de Tavira, Intergenerational Center of Pegada, Home-Parochial Social Center of Santa Maria and CAIC “ A Gaivota”- Temporary Reception Centre.

This visit allowed the director of the District Social Security Center of Faro direct contact with the social reality of the municipality of Tavir.

At the first crossing point, it was possible to observe the work developed by the Irene Rolo Foundation on behalf of people with special needs.

The meeting allowed the delegation to watch in loco the active participation of users of this institution in training actions created with the aim of stimulating and enhancing their abilities.

In this regard, the occupational activities center and the professional training center were visited.

The first valence provides young people with disabilities the opportunity to carry out strictly occupational or socially useful activities.

It is intended, in this way, to favor the physical and emotional balance, enhancing their remaining capacities with a view to their integration into society and, whenever possible, to facilitate the referral to appropriate programs of socio-professional integration.

The second aspect, relating to the professional training center, has as its target population individuals aged at least 16 years old, with disabilities.

The objective is to provide them with skills to exercise a professional activity and promote early intervention of integrated support, centered on the child and the family, through preventive and enabling actions, namely in the context of education, health and social action .

The residential home, which accommodates people with severe or profound disabilities, aged 16 or over, whose families do not have the capacity to respond to their daily needs, was another of the spaces visited in this institution.

The area existing in the premises of the Irene Rolo Foundation for the activities of the Local Contract for Social Development (CLDS) was also a transit point.
CLDS aims, in a multisectoral and integrated way, to promote the social inclusion of citizens residing in the Atalaia, Horta do Carmo and Jara neighborhoods, through actions to combat poverty and exclusion in disadvantaged territories.

The Social Security Institute, as the managing entity of the program, finances CLDS in 450 thousand euros (150 thousand euros/year).

After the Irene Rolo Foundation, the delegation went to the Home – Castro Sousa of Santa Casa da Misericórdia, where they can watch the dynamics of this institution with the senior population and observe the conditions in which its users live.

This was followed by the works of the Pegada Intergenerational Center, which includes the “O Bambino” and “Lar de Santa Marta” crèche.

This equipment is part of the Social Equipment Network Enlargement Program (PARES II), which aims to consolidate and develop the network of social facilities, reinforcing social protection.

This center is located on a parcel of land provided by the Municipality of Tavira and has a construction area of ​​around 2.700 m2. The space can accommodate 40 seniors and 66 children in five rooms (two nurseries, one room from 12 to 24 months and two rooms from 24 to 36 months).

In the Lar- Parochial Social Center of Santa Maria, an addendum to the collaboration protocol between the Municipality of Tavira and this Center was signed with the objective of financially supporting 20% ​​of the costs associated with the “O Bambino” and Lar crèche. “Santa Marta” with a maximum value of €586.960,00.

It was also possible to observe the improvements made in the various physical spaces that make up this equipment and which contributed to the quality of life of its users.

The last place of passage was the CAIC “A Gaivota” – Temporary Reception Center of the Portuguese Red Cross, which includes the internment and crèche facilities.

The first space, and the only one in the municipality, has the capacity to accommodate 20 children aged between twelve months and twelve at risk and the crèche is prepared to receive children between three months and three years old.
