The presentation and clarification session of the Revision of the Urbanization Plan (PU) of Lagos will take place on December 12th, from 21 pm, in the Auditorium of the Paços do Concelho Building XXI Century – Praça do Município.

The team of technicians working on this Plan will publicly present, in this session, the UP proposal, which will be followed by a period to respond to any requests for clarification from interested parties.

As this is a matter of relevance to citizens and other interested parties, the City Council of Lagos informs that, in areas to be covered by new urban rules, the granting of licenses is suspended from the beginning of the period of public discussion until the date of entry in force of the PU of Lagos, or within a maximum period of 150 days, if the new urban rules do not come into force.

The public discussion period for the Revision of the Urbanization Plan of Lagos is running until the 15th of December

Participation in this public discussion can also be done through the Lagos Municipal Council's Virtual Desk (www.cm-lagos.com), where the Plan's constituent documents and follow-up documents are available for consultation.

The opinions of the Algarve Regional Coordination and Development Committee, the minutes of the Conference on Services, the minutes of the concertation meetings and the remaining opinions issued may also be consulted.

Interested parties should use the Participation Form available on the website, which can also be printed and sent by mail.

All documents that make up the Plan Proposal can also be consulted in person, from 09:00 am to 17:00 pm, in the Building of Paços do Concelho Séc. XXI, in the Department of Planning and Urban Management, where the technicians of this Department will provide, when requested, necessary clarifications.

The municipality emphasizes that the «preparation and approval of instruments for planning and spatial planning are subject to a long and complex process that results from the obligation to collect the opinion of a significant number of entities and the need to agree on the respective positions». The Lagos Urbanization Plan, now under public discussion, «was not alien to this process, which is why it is worth remembering the last stages to which it was subjected»:

 

Lagos PU stages:

Following the approval of the Lagos UP Plan Proposal at the Chamber Meeting of 28 January 2009, it was sent to the Algarve Regional Coordination and Development Commission – CCDRA for the purposes of the Services Conference, which took place on the day March 17, 2009.

Of the opinions issued (mostly favorable or conditioned favourable), only two were unfavorable, namely, that of the Administration of the Hydrographic Region of the Algarve and that of the Institute for the Management of Architectural and Archaeological Heritage, with whom consultation meetings were held, both in the April 3, 2009.

Despite having issued a conditioned assent, on the same day of the Services Conference, a consultation meeting was held with the Regional Directorate of Agriculture and Fisheries of the Algarve, in which the issues raised by this Entity were immediately clarified.

Notwithstanding the consultation meetings carried out with the ARH and Igespar, the resolution of matters relating to these themes was quite complex and time-consuming, reason why the Plan Proposal reformulated in accordance with the aforementioned opinions and meetings, only had approved at the Chamber Meeting of 21/07/2010.

As a result, the proposal was sent to the Algarve Regional Coordination and Development Committee for the purposes of consultation and issuance of a new opinion, which was only received on 27/12/2010, its content being substantiated by the indication that some points of the Proposal should be amended, or alternatively, a justification should be presented for the need to carry out the above mentioned changes.

Regarding the Administration of the Hydrographic Region of the Algarve, a copy of the reformulated Proposal was also sent, accompanied by a set of studies requested by the Entity itself, and its opinion was received on 30/03/2011, once again, in the sense of deepening some other studies.

The Lagos PU Plan Proposal was thus reformulated again following these latest opinions, subject to the appreciation and approval of the City Council at its meeting of 03/08/2011 and sent to the aforementioned Entities on 05/08/2011.

On 13/09/2011, the opinion of the Administration of the Hydrographic Region of the Algarve was received, which is favorable, as long as the issues pointed out in the document were taken into account, and on 29/09/2011 the opinion of the CCDRA was received, in the sense identical.

The resulting Plan Proposal was present at the 19/10/2011 Chamber Meeting, when the opening of the Public Discussion period, to run until December 15, was approved and deliberated.
