The Minister of Education, Science and Innovation anticipates that the new recruitment competition, which was being negotiated with the unions today, will be concluded by November and that by then the teachers will already know where they have been placed.
“If we manage to get it approved by the Council of Ministers on Wednesday, and with the rapid promulgation, as is customary, by the President of the Republic, the competition will be launched immediately and, at the latest, it will be completed in November”, said Fernando Alexandre.
The Minister of Education was speaking to journalists at the end of a meeting, which took place in the morning, with the trade unions that represent teachers and in which the terms for carrying out the new extraordinary competition and the creation of support for displaced teachers placed in schools where there is a shortage of professionals were discussed.
The new competition, announced on August 22, seeks to resolve the flaws identified in the extraordinary recruitment competition held by the previous executive, which left 3.000 schedules without a teacher assigned, 19.000 teachers without a placement and 1.600 teachers without a schedule.
The proposal from the Ministry, presented at the meeting today, foresees that only contracted teachers can apply, leaving out those who have already joined the Ministry of Education.
On the other hand, and unlike the previous ones, the new extraordinary competition is extended to teachers with specific qualifications, that is, without the professional qualifications necessary to join the teaching career and which implies a master's degree in Teaching.
The objective is to attract more teachers to the career, but Fernando Alexandre clarified that their involvement through the competition depends on completing the professionalization process within four years.
“There is specific training that must be given to teachers, but in a context where we do not have professionalized teachers, we have to be flexible, guarantee this access, but obviously on the condition, and this is what is foreseen, that professionalization is completed within four years”, explained the minister.
After today's meeting, the ministry asked the 12 trade union organizations to send, by Tuesday, their position regarding this diploma and the support for displaced teachers, so that the two measures can be approved by the Council of Ministers on Wednesday.
Regarding the statements made by the President of the Republic, who on Friday questioned “how come there was no more talk” about the extraordinary competition for teachers provided for in a Government diploma that was promulgated in August, the Minister of Education explained that different diplomas are at stake.
“The President of the Republic was talking about the decree-law of the “+ Classes + Success” plan and the measures are coming into force. Now we are dealing with the extraordinary competition and travel support”, he simply said.
