More than five thousand people saw unemployment benefit canceled in 2023

The number of people whose unemployment benefit was canceled due to non-compliance with obligations to employment centers fell 7,1% in 2023 compared to the previous year, to 5.403, according to a report released today by the IEFP.

Taking into account the universe of subscribers, the cancellation rate of unemployment benefits stood at 3,6% in 2023, lower than the 3,8% of the previous year, according to the activity report of the Institute's Resources Committee of Employment and Professional Training (IEFP).

The reduction in cancellations occurred in a context in which the number of unemployed people registered in employment centers rose 9% at the end of the year, to 317.659 (26.306 more year-on-year).

The average monthly number of subsidized unemployed rose 0,3% to 151.995, according to the document.

The main reason for canceling registrations of subsidized unemployed people was the lack of attendance at the employment service call (71%), failure to monitor the duty to actively search for employment (11%), followed by failure to appear at the referral entities (9%), refusal of suitable employment (3%), and unjustified withdrawal or exclusion from professional training (2%).

The Lisbon region was the one that recorded the most cancellations of unemployment benefits (47% of the total), followed by the North (23%), Algarve (14%), Center (11%) and Alentejo (5%).

According to the report, of the 5.403 unemployed people who had their registration cancelled, there were 675 who did not comply and appealed to the Appeals Committee, with 276 appeals being decided in favor of the applicants.

The main allegations made by the applicants were failure to receive the notice (57,3%), illness (10,7%) and difficulties related to the use of the Electronic Notification Service (7,9%).

«More than the characterization by age or educational qualifications, the nationality of the applicants to the Appeals Committee allows new readings on the phenomenon of unemployment in the country», indicates the commission.

The document highlights the percentage of non-nationals among the applicants in the first level, 35% and, in the second level, 27%, «many of them with difficulties in the Portuguese language and conditioned on integration into Portuguese society and culture, in direct proportion to the distance from their original culture”.

«Even many of the now national citizens, not included in the percentages above, are so by acquisition, also experiencing difficulties in their relationship with institutions and social and professional insertion», says the commission.

As he highlights, «this new reality imposes new public policy strategies, not only in terms of employment/professional training, Social Security, that allow welcoming and integrating, in law and in fact, these new workers into Portuguese society».
