Parliament approves the creation of the Climate Action Council

Enough and PCP voted against

The Assembly of the Republic approved this Friday, June 2, the bills on the statutes of the Climate Action Council and on the composition, organization and functioning of the new body.

With the votes of the PS, PSD, IL and BE, having voted against Chega and the PCP, the deputies approved in a final global vote the bills on the matter presented by the PSD and the PS. A document on the same subject of the PAN was approved with the votes in favor of PSD and BE and the abstentions of the remaining benches.

The creation of the Climate Action Council by the Assembly of the Republic stems from the Basic Climate Law, which came into force on February 1 of last year and which recommended that certain measures be presented within a year by the Government and the Assembly of the Republic , one of them the Council, on a parliamentary initiative.

The Climate Action Council is advisory only, but other provisions depend on it.

One of the functions of the Climate Action Council is to issue an opinion on the State Budget and the General State Account in terms of climate action.

The Council is also responsible for collaborating with Parliament and the Government in terms of studies, assessments and opinions on climate action, pronouncing on climate policy and on scenarios for the decarbonisation of the economy, issuing an opinion on the evolution of the climate strategy, and biennially present recommendations on the development of energy and transport infrastructure.

In accordance with the Climate Base Law, the Council is a specialized body, made up of persons of recognized merit, with knowledge and experience in the different areas affected by climate change, including risk management and public policies, and acts with strict impartiality and objectivity, «not being able to be subject to governmental direction, superintendence or tutelage».
