The Chamber of Faro will not accept the new competencies in the area of social action, until April 3, the legal deadline, to have more «time to prepare the internal resources of the municipality».
The autarchy had already approved, in a meeting of the Chamber of 21 February, that during that year it would not assume the already mentioned competences, extending the decision to January of this year.
Now, the municipality has again postponed the assumption of these powers.
To Rogério Bacalhau, president of the Chamber of Faro, this is «a very complex process» which involves «ensuring continuity and the best quality of services provided to citizens within the scope of social action».
The list of competences that the Chamber will have will include assistance and social monitoring, the elaboration of Municipal Social Letters (including the mapping of existing responses in terms of social equipment), as well as the respective articulation between these and the priorities defined at the level national and regional, the elaboration of technical diagnosis and follow-up reports and the attribution of occasional pecuniary benefits in situations of economic need and social risk, as well as the conclusion and follow-up of insertion contracts for beneficiaries of the social insertion income and coordinating the execution of the Local Social Development Contracts Program, in articulation with the local social action councils.
It also includes the issuance of an opinion, binding when unfavorable, on the creation of social services and facilities with public support.
