Loulé discusses “Civil Protection and the Community” with the presence of Patrícia Gaspar

The VII Seminar “Civil Protection and the Community” will take place on October 13, in Loulé, and will be attended by Secretary of State Patrícia Gaspar.

Held biannually since 2007, the Seminar is back after a 3-year break due to the pandemic context and is once again part of the International Day for Disaster Reduction, an event that the Loulé Chamber will highlight.

The theme of the Seminar intends to reflect the intention of encompassing “everyone” in this event, whether civil protection agents and services, cooperating entities and services, parish councils, school community, but also – and above all – the community in general, making this the only event of its kind that takes place in the Algarve region.

«The event seeks to address various topics related to civil protection, the issue of prevention and planning, climate change, or collective risks, aiming to prepare a more resilient territory, bringing scientific knowledge closer to operationality», says the Loulé Chamber.

Mayor Vítor Aleixo and Patrícia Gaspar, Secretary of State for Civil Protection, will make the opening session.

To introduce the international strategy for disaster reduction, Luis Carvalho, coordinator of the “Resilient Cities” project, will speak about the National Platform for Disaster Risk Reduction. Next, Helena Monteiro, coordinator of the “Building Resilient Cities 2030” initiative, will address the role of the United Nations in disaster risk reduction.

The seminar will be attended by Susana Gonçalves, coordinator of the Municipal Service of Civil Protection and Climate Action of Matosinhos, who will speak about the work of this entity.

The relationship between climate and civil protection will be highlighted by the voice of Carlos da Câmara, from the Dom Luis Institute of the Faculty of Sciences of Lisbon, while Manuel João Ribeiro, professor and researcher at the Instituto Superior de Educação e Ciências de Lisboa, will talk about the challenges facing the Municipal Civil Protection.

The afternoon panels start with Carlos Sousa Oliveira, from the Instituto Superior Técnico of the University of Lisbon, presenting a practical case: the Evacuation Plans for areas threatened by tsunami – the case of Loulé. The consultant in the area of ​​Electronic Security Engineering, Carlos Nobre, will give a presentation on integrated security in buildings.

The last two speakers bring to the seminar a subject that increasingly worries the population, forest fires.
Rui Almeida, from the National Command of the Forest Firefighters Force – ICNF, will address the role of these teams in the future. Emanuel Oliveira, consultant in the area of ​​natural risks and forest fires, will make a presentation on the problem of fire in landscape management.

A panel for debate between stakeholders and the public is also planned. The closing session will be in charge of Carlos Carmo, councilor of the Municipality of Loulé, responsible for Civil Protection, Firefighters, Environment and Climate Change.
