Bars and clubs will even reopen on October 1st, requiring a digital certificate, a date when there will no longer be restrictions on seating in restaurants, cultural shows, weddings and baptisms, the prime minister has just announced. The digital certificate will only remain mandatory access to nursing homes, hospitals and air or sea travel.

At a press conference after the Council of Ministers, António Costa revealed that, on 1 October, there will no longer be a requirement to present a digital certificate for access to restaurants, hotels, local accommodation, casinos and gyms.

Portugal will thus enter a new phase of measures relief, due to the advance of vaccination against Covid-19: nationally, 83,4% of people are already fully vaccinated.

As for the mask, which is no longer mandatory abroad, it will continue to have to be used in public transport, nursing homes, hospitals, shows and supermarkets.

"The criterion has to do with three situations: places with a vulnerable population, places with high affluence, such as public transport and supermarkets, and places with large agglomerations of people for longer periods, such as concert halls," added António Costa.

In local businesses, explained the prime minister, "you don't need to wear a mask" and in restaurants it is no longer mandatory either.

In bars and clubs, the use of a mask is also not mandatory, "hence the requirement for a certificate", as well as in school playgrounds.

António Costa also announced that the Directorate-General for Health (DGS) will update the confinement rules, especially in relation to "the isolation of people who are vaccinated and taking into account the effective risk of disease transmission among the school population."

The prime minister stressed that Portugal has entered "a phase that is based on individual responsibility", without forgetting "that the pandemic is not over".

Taking into account the evolution of the pandemic, António Costa announced that the country will go from the current state of contingency to a state of alert, as of 1 October.
