Lagoa has a new Municipal Master Plan already in force

The new Municipal Master Plan of Lagoa (PDML) was already published in Diário da República and entered into force yesterday, August 27th. This territorial management instrument replaces and revokes the first generation Lagoa Municipal Master Plan, which was in force since May 1994.

According to a press release sent to the newsrooms, “the review process began in June 2015 and represented a long and complex work of characterization and diagnosis of the municipal territory, requiring an effort to harmonize objectives, criteria, methodologies and legal provisions which were in constant evolution during its elaboration'.

«Determining was also the participation of citizens, stakeholders and local agents, in periods of public participation and discussion, whose contributions were essential for the preparation of the final version of the Lagoa Municipal Master Plan».

Among the territorial plans, at the municipal level, the PDM is the most comprehensive, since it «covers the entire area of ​​the municipality, defines the development strategy and the territorial model of the municipality, the municipal land policy, territorial planning and urban planning, the options for location and management of equipment and the interdependence relationships with neighboring municipalities, integrating and articulating the guidelines established by national, regional and inter-municipal programs, being, therefore, a document of great importance for citizens and for local life».

The mayor of Lagoa, Luís Encarnação, highlighted that «our objective and political strategy is for this to be an instrument that safeguards some of the council's greatest virtues, such as the 17 kilometers of coastline of undeniable beauty, preserving the harmony of the territory, ensuring that unique feature that is ours. It should also be mentioned that 90 to 95% of business activity is linked to tourism and these issues are also foreseen».

The strategy contemplated in the revision of the PDML is represented in the strategic guidelines, which correspond to the emerging sectors of the municipality, and are associated with specific objectives, namely: revitalizing and strengthening the economic base and enhancing growth, organizing the territory, qualifying the urban space and promoting mobility, enhancing the territory, promoting environmental sustainability and safeguarding natural resources and implementing a proactive governance model that is close to the citizens and boosting territorial cohesion.
