"New generation" Business Reception Areas motivate 1st RRP competition

Applicant projects must be located «preferably» in SEAs located in Low Density Territories

Intervention in Business Reception Areas is the theme of 1st notice of competition, published on 1 July, within the scope of the Recovery and Resilience Plan (PRR), announced the Algarve's Regional Coordination and Development Commission (CCDR).

The notice is part of Component 7 – Infrastructures of the PRR, and is intended to support the conversion of existing Business Reception Areas (AAE) to "a more resilient, greener and more digital dimension".

Applicant projects can be located throughout the territory, but “preferably in SEA located in Interior Territories (Low Density Territories)”, highlights the text of the notice.

According to the note from CCDR Algarve, within the scope of the PRR, «a set of reforms and investments were defined that contribute to creating conditions to strengthen territorial competitiveness and to promote the attraction and establishment of companies in various parts of the country, favoring a more balanced development of the productive fabric, a decentralized reindustrialization in the territory and an optimization of the country's logistical chains».

Thus, the intervention in the existing SEAs that is now proposed «aims to create pilot and demonstration spaces, capable of creating context conditions that contribute to improving the competitiveness of established companies, in line with the new climate and digital agendas, testing integrated solutions, which mobilize for a change agenda on the role of these spaces and their articulation with the structuring of clusters and productive specialization value chains, scalable in the future to other areas».

«This approach is also assumed as a response to broader questions of the PNPOT, complementing the support that will be programmed in cycle 21-27 (Portugal 2030)», adds CCDR Algarve.

The investment to be made includes interventions in self-production solutions for renewable energy, consolidating and improving the concept of Renewable Energy Community (CER) Energy associated with Energy Storage Devices; A+ Energy Quality islands in AAE, with higher consumer density; solutions for charging electric vehicles and hydrogen fueling; Fast Broadband (5G) coverage in AAE in inland areas (proven market failure) to support pioneering new technology developments; and also active fire resilience solutions.

The selection process of the SEAs to intervene involves two phases: first there will be a competition for the submission of an “expression of interest”, open and competitive (until September 15th).

In a second phase, there will be a competitive bidding process limited to the promoters of the projects identified in phase 1, according to the selection methodology established for Investment 1 of Component 7 (SEA) of the RRP.

Our terms of this notice, the electronic submission of applications for “expression of interest” takes place between August 10th and 23:59 on September 15th.
