The 26-year-old Municipal Master Plan will begin to be revised in Alcoutim

The revision of the Municipal Master Plan (PDM) will start in Alcoutim, after the beginning of the procedure was approved at the last executive meeting held on February 3, under the terms foreseen in the Legal Regime of Territorial Management Instruments.

The current PDM in force in Alcoutim is already almost 26 years old, since it was approved through a deliberation of the Alcoutim Municipal Assembly of March 17, 1995 and ratified through the Resolution of the Council of Ministers n.º 167/95, of 12 of December, published in the Diário da República no. 285, I Series-B of December 12th.

However, notes the Alcoutim Chamber, there is "today a considerable change between the reality of the municipality in 1995 and the current situation."

"The natural outdatedness of the PDM due to the almost 26 years of its validity determines the need for its revision, namely with regard to the development perspectives foreseen for the municipality in light of the greater or lesser changes that have already occurred since its preparation, to socio-economic, cultural, environmental and land occupation and use level».

That authority adds that «the PDM, being the main instrument of municipal territorial planning, which aims to spatialize the municipal development strategy, should be revised and not just updated, to allow for the promotion of correct territorial planning, guiding the urban dynamics, complying with thus the legislation in force'.

Furthermore, the legal framework relating to territorial management instruments “has undergone major changes and the current planning system is quite different from that which existed in 1995, when the current PDM was approved”.

The PDM is a planning instrument that establishes the territorial development strategy, the municipal policy of spatial planning and urbanism and other urban policies, articulating the guidelines established by the Territorial Management Instruments (IGT) at national and regional level, thus determining the spatial organization model of the territory at the municipality level.

A maximum period of two and a half years (30 months) is established to complete the revision of the PDM, without prejudice to the period being extended for an identical period.
