Prohibited sale by wicket in cafes and circulation on weekends between municipalities

The sale at the wicket or at the door of cafes is now banned every day, as well as movement between councils at the weekend, has just revealed the prime minister, at a press conference. Street surveillance will also be strengthened.

These are three of the most relevant measures to strengthen the fight against the pandemic and were taken after the general recall, in force since last Friday, was not being fully complied with.

The sale or delivery to the wicket is prohibited in any establishment in the non-food sector, namely in clothing stores, and in those that sell any type of drink, such as cafes.

According to António Costa, three days are still "a short period for the measures adopted", but, according to "information elements from security forces, public transport, highways and mobile phones, we can see that between Friday and yesterday there was a 30% reduction in movements».

The Prime Minister thanked "those who contributed", but for the remaining 70%, he left a message: "Maintaining this level of circulation on weekdays and weekdays is unacceptable".

Another of the news announced by António Costa is the mandatory closing of all establishments at 13:00 on the weekend, with the exception of supermarkets which will be open until 17:00. During the week, all establishments must close until 20:00.

In addition to this, there is a ban on permanence or consumption of food at the doors of the establishments, as well as in the vicinity. All restaurant spaces in commercial spaces, even if they were in take-away, are also closed.

In the extensive list of new bans, there are also campaigns, sales, sales and promotions. Permanence in public spaces such as gardens is prohibited, although these spaces can be frequented.

António Costa appealed to the Municipal Councils to, as happened in March and April, limit «access to riverside and sea fronts» and to «signal the ban on the use of park benches, playgrounds and sports spaces, including individual sports, such as tennis and padel».

Senior universities and day centers are closed and, to reinforce the obligation of teleworking, those who have to travel need a credential from the employer.

In the service sector, in companies with more than 250 workers, entities must send, within 48 hours, to the Authority for Working Conditions, a nominal list of all workers whose face-to-face work is essential.

As for keeping all schools open, António Costa assumed that a “background choice” was made, which the Government deems “correct”.

"The social cost of imposing a second confinement in the school year is not justified from a health point of view: it is a resource for life," he explained.

The prime minister also appealed to the responsibility of each one: "we cannot wait for the police to come to fine us, for the government to ban, for the doctor, nurse or assistant to treat us."

This "is not the time to take advantage of loopholes in the law" because the pandemic is at its "most dangerous" moment, he concluded.

 

Strengthening measures to combat the pandemic:

The Council of Ministers met extraordinarily this Monday, January 18, to strengthen measures to combat the pandemic. So, in addition to the measures already in place: Government decided:

  • Prohibit movement between councils on weekends;
  • Require the issuance and presentation of a declaration from the employer for those who travel on public roads for work reasons;
  • Service companies with more than 250 workers must communicate to ACT, within the next 48 hours, the nominal list of all workers whose face-to-face work they deem indispensable;
  • Limit store opening hours until 20:00 on weekdays and until 13:00 on weekends. Food retail establishments are only open until 17 pm on weekends;
  • Prohibit sales of goods to the wicket. In the case of cafes and restaurants, sales at the wicket is only allowed for packaged products without drinks;
  • Prohibit the operation of restaurants in shopping centers, even under the takeaway.
  • Prohibit gatherings and consumption of foodstuffs in the vicinity of restaurants and cafes;
  • Close all sports equipment, including outdoor tennis and paddle courts;
  • Close day centres, senior universities and social spaces;
  • Prohibit the permanence of people in gardens and public leisure spaces;
  • Prohibit promotional campaigns that promote the movement of people;
  • Functioning of ATL centers for children up to 12 years old.

In addition to these measures, the Government also determined:

  • Increase inspection by security forces, especially in the vicinity of school spaces, as well as by ACT;
  • Accelerate vaccination in residential structures for the elderly in order to complete the first dose by the end of January;
