There are 700 thousand euros in the Algarve for projects to support people at risk of exclusion and homelessness

CCDR stresses that "the situation of people in greater difficulty, namely the homeless, led the PO Algarve 2020 to reinforce the allocation of active inclusion measures"

The Algarve 2020 Operational Program will allocate 700 euros to support projects for people at risk of exclusion and homeless, announced the Algarve Coordination and Development Commission (CCDR).

Algarve 2020 published yesterday, December 9th, notice nº ALG-67-2020-49 in the competition modality, «aimed at supporting entities that, through the Planning and Intervention Centers with Homeless People (NPISA). ), provide assistance to the population that, due to the Covid-19 crisis, are at risk of social exclusion, namely homeless».

The support is aimed at projects that, «through innovative local approaches to social development and the promotion of local strategies for active inclusion», intend to «continue responses within the scope of the National Strategy for the Integration of Homeless People 2017- 2023 (ENIPSSA 2017-2023), approved by Council of Ministers Resolution No. 107/2017, of 25 July, revised by Council of Ministers Resolution No. 2/2020, of 2 January».

The CCDR stresses that "the situation of people in greater difficulty, namely the homeless, led the PO Algarve 2020 to reinforce the allocation of active inclusion measures".

The operations that include:

a) The creation of teams to ensure psychosocial monitoring and access to existing resources in the community, as well as integrated responses aimed at people at risk of social exclusion, namely in a homeless situation:

b) The development of responses that implement occupational actions appropriate to the characteristics and vulnerabilities of homeless people, promote employability and professional insertion;

c) Actions that favor the fight against stigma on the homeless condition, namely: information and awareness-raising initiatives in local communities and on the phenomenon of homeless people with a view to preventing and combating discrimination; training actions and personal, emotional and professional training tailored to the cognitive, psychological, emotional skills and physical and mental health of homeless people.

Within the scope of this AAC, the following expenses will be eligible, among others:

a) Charges with remuneration of technical staff, including case manager, and project support staff;

b) Charges for travel and food for the staff referred to in the preceding paragraph;

c) Rents, rents and general charges for the facilities where the project teams work

d) Charges for carrying out training actions, meetings and seminars, exchanges, workshops, exhibitions and diagnostic and evaluation studies;

e) Production of informational materials, including resource guides and answers for professionals, homeless people and the general population, and their advertising;

f) Rental and amortization of goods and equipment necessary for the creation/adaptation/remodeling of day care responses and that implement occupational actions suited to the characteristics and vulnerabilities of homeless people;

g) Acquisition of equipment to support the integration of homeless people in projects for access to individual housing in made-to-measure housing models (Housing First and Housing Led), namely furniture and fundamental appliances;

h) Charges for food for homeless people, as long as the non-existence of double financing in the context of the activities carried out is taken into account;

i) Charges for traveling homeless people, in the context of the activities carried out.

Public funding for this tender is 700 euros, 80% co-financed through the European Social Fund.

Approval of candidacies is conditional upon the presentation of the minutes of the Social Network's Supraconcelhia Platform or the plenary of the Local Council for Social Action (CLAS), which approves the constitution of the Homeless Planning and Intervention Center (NPISA), or the designation of a Local Interlocutor on the Social Network for ENIPSSA 2017-2023, and the respective Action Plan.

In summary, only applications whose NPISA is constituted or under constitution, and with an Action Plan framed in ENIPSSA approved in CLAS, will be supported.

In order to ensure that applications are included in ENIPSSA, they will have to be the object of an opinion by ENIPSSA's Implementation, Monitoring and Evaluation Group, taking into account the competences of this body within the scope of the National Strategy for the Integration of Homeless People.
