Government wants 25% of civil servants teleworking by the end of the legislature

Intent is part of the Economic and Social Stabilization Program

The Government intends, by the end of the legislature, to have teleworking at least 25% of civil servants with functions compatible with this type of work, foreseeing a public investment of 4,4 million euros in this area.

The intention is contained in the Economic and Social Stabilization Program, which was published on Saturday night in the supplement to the Diário da República, after the Government presented the main measures on Thursday, the day of the meeting of the council of ministers that approved this plan of action. response to the crisis caused by the Covid-19 pandemic.

Last month, the Minister of Modernization of the State and Public Administration, Alexandra Leitão, had already said in Parliament that the telework regime “has come to stay in the State”, signaling that there are 68 thousand public employees in this work regime.

According to the document, the Executive intends "by the end of the legislature, to have at least 25% of workers teleworking from among the universe of those who carry out functions compatible with this type of work, allowing greater flexibility in the provision of work and better conciliation between personal, family and professional life”.

Part of these workers may be in 'coworking' spaces, even located in the interior of the country, thus combating the desertification of these territories and promoting the decentralization of public services in the interior territories.

“The pandemic accelerated this measure, which was already foreseen in the Government's program, overcoming resistance and demonstrating that there is no loss of productivity for workers in teleworking”, sustains the Executive.

The portability of jobs in the Public Administration, through the generalization of digital and telematic means, is, therefore, a bet that also allows saving in transport and even providing improvements in environmental terms, he maintains.

The Executive also signals, in the document, the need to strengthen and rejuvenate public administration staff, namely through the centralized recruitment of senior technicians, in accordance with a plan of entrances and exits in Public Administration based on the “1 to 1” rule. taking into account the forecast of retirements and an internship program for unemployed young people or those looking for their first job in the central and local administration, in articulation with the Employment and Professional Training Institute.

The focus of these internships will be on higher qualifications, with a maximum duration of nine months, with the admission of a part-time modality to allow accumulation with training; corresponding internship scholarship.

The Executive also wants the INA - Directorate-General for Qualification of Workers in Public Functions to partner with higher education institutions to train managers and workers in the Public Administration, "including training courses for initial and continuing professional qualification, specialization courses , professional improvement and updating, namely in the areas of innovation in the management and modernization of Public Administration, including the subject of data science”.

The goal will be to qualify 500 civil servants by the end of 2020 and 5000 in 3 years (2021 -23), he says.

The Government will also launch measures for companies that encourage job creation and the settlement of workers and their families in the interior of the country, using funds from community programs (FSE and FEDER).

Within these programs, the Executive provides specific support for the creation of jobs, whether in a territory of the Interior in a telework regime and another to the creation of 'coworking'/telework spaces, also in the interior, with the involvement of municipalities or infrastructures technological.
