Lagos helps pay for minimum services undertaken by EVA and Frota Azul during a State of Emergency

Measure was decided at AMAL

The Municipality of Lagos transferred 3.679,42 euros to the Intermunicipal Community of the Algarve (AMAL) – an entity that is responsible for the Transport Authority – so that it pays “EVA Transportes” and “Frota Azul” for the provision of minimum services , of inter-municipal and municipal scope, established during the period in which the State of Emergency was in force.

This deliberation of the municipality of Lacobrigense follows the unanimous decision taken by the Intermunicipal Council, at the meeting on April 3, in which it was foreseen "that each of the municipalities would transfer the liquidity resulting from the non-use of municipal funds allocated to school transport ( having as reference the data for the months of April, May and June 2019), in order to finance the transport of passengers, considered an essential public service, as determined by order no. 3547-A/2020 of 22 March which regulated the declaration of the State of Emergency'.

This financial support is intended to "minimize the negative impact of the pandemic on collective road passenger transport operators, experienced during the State of Emergency, resulting from the suspension of classroom teaching activities and public health protection measures that entailed impositions of limitation and adjustments to the public transport operation (reduction of usage levels; limitations on the sale and validation of transport tickets)».

The Câmara de Lagos emphasizes that «operators reduced the kilometers traveled daily and sought to match supply to demand, also adhering to the lay-off regime for 50% of their employees as of April 1st».

Despite these management measures, «the revenue was found to be insufficient to cover the expenses associated with the performance of the services, so that if there was no place for financial compensation, the operators considered the total stoppage of operations», concludes the municipality.
