Covid-19: Mar2020 launches new measures to support beneficiaries

Beneficiaries will be able to be reimbursed for expenses used in initiatives canceled or postponed due to Covid-19

The Ministry of the Sea has launched a set of exceptional measures to support companies and other entities benefiting from the Mar2020 operational program to try to minimize the economic impacts of the current pandemic of the new coronavirus. 

Thus, whenever, for reasons not attributable to the beneficiaries, it is not possible to validate the payment request, within 20 working days from the date of the respective submission by the beneficiary, the request is settled as an advance.

As for payment requests validated under the terms of the previous measure, they are paid up to a maximum amount of 70% of the corresponding public support, on a weekly basis.

It will also be possible for program beneficiaries to submit payment requests based on an expense billed but not yet paid by the beneficiary.

This is now considered for payment as an advance, provided that the sum of advances already made and not justified with the expense submitted and validated does not exceed 50% of the public expenditure approved for each project.

The set of measures also includes the reimbursement of expenses used in initiatives canceled or postponed due to Covid-19, provided for in approved projects.

Therefore, projects that, due to the negative impacts arising from Covid-19, do not reach the approved budget and the full financial execution provided for in the achievement of actions or goals will not be penalized, and may be closed as completed as long as they do not put into question the achievement of the objectives for which the operation was approved.

Whenever necessary, when the deadline set for the completion of the project is the year 2020, this date is extended to 2021 and within a period compatible with the completion of its execution.

Finally, the submission of a larger number of payment requests is authorized, in addition to the limit established in the flexibility measure already adopted at the end of 2019, which allows the submission of up to 10 payment requests for each project.
