Olhão Chamber to accept second block of competences from 2020

Health, Education, Culture, Animal Health and Food Safety are the new areas to be transferred to the municipalities

The Mayor of Olhão intends to assume the second block of competences for the local authorities – which includes Health, Education, Culture, Animal Health and Food Safety -, starting in 2020.

In a press release, the municipality stresses that António Miguel Pina, who «showed his availability and applauded from the outset the decentralization of powers from the Government to the municipalities, justifies this position with the need to better prepare the management of these new areas of action by the Municipality».

"Since, in practice, we would only assume these new responsibilities in the middle of the year, and because they imply adjustments in the municipal structure, namely more human resources, we prefer to prepare this transition in 2019 to start in the best way, in 2020, this new mission, which we want to be fruitful for all», emphasizes the mayor from Olho.

Decree-Law No. 20/2019, of 30 January, establishes that the President of the Chamber is now competent in the area of ​​animal health and protection (pet animals and farm animals), as well as in food safety, while the transfer of skills in the area of ​​education is reflected in Decree-Law No. 21/2019, which sets out skills such as planning, management and investment in this area, but also in relation to the educational charter and transport and school cafeterias.

In the first phase of the transfer of competences, Olhão was one of the only two Chambers in the Algarve (along with Portimão) who accepted all the new tasks.

In this first phase, the transfer of responsibilities relating to Beaches, to Related Modalities of Games of Fortune and Chance, to Housing, to Communication Routes, to Justice, to the Fire Department, to Citizen Services, to Real Estate Public and Public Parking.

The decentralization of competences in the area of ​​Culture (Decree-Law No. 22/2019, of January 30), includes the management, enhancement and conservation of part of the classified cultural heritage at a local level, the control and supervision of artistic performances, as well as the recruitment, selection and management of workers related to this area.

Decree-Law No. 23/2019 refers to the transfers of competences in the Health area: maintenance, conservation and equipment of facilities of units providing primary health care, as well as the management of the logistical support services of the functional units of the Groups of Health Centers and operational assistants.
