The proposal to pass the management of charged parking in the municipality of Faro for the municipal company Ambifaro was failed by the Municipal Assembly, on Monday.
The proposal did not pass due to the casting vote of the president of AM Farense, the socialist Luís Graça, which led the PSD/Faro accusing the PS of having derailed a “fundamental measure to solve the financial hole of the Municipal Market”, but which also has implications for the Chamber's intention in passing the existing parking meters in the county to the Ambi spherefaro.
The proposal in question was presented by the executive led by the social democrat Rogério Bacalhau and foresaw the transfer of fee-based parking in the municipality to the scope of Ambifaro, a municipal company that manages the market since 2015.
The PSD says that the measure that was suggested was intended to resolve, once and for all, the structural deficit of the Municipal Market, “one of the last vestiges of the disastrous socialist administration – in which the current president of the Municipal Assembly even held political responsibilities”.
«The proposal for delivery to Ambifaro the exploitation of the municipality's charged parking, presented at an extraordinary session of the assembly, was well justified by the executive and was clearly supported by an independent technical study, having even been previously approved by the socialist councilors», say the social democrats.
The PS justified its decision in an explanation of vote, pointing out as one of the reasons for the rejection of the proposal "Limited Duration Parking Management, Exploitation and Inspection Concession" the fact that the executive never provided the clarifications requested by a commission created , within the AM of Faro, to accompany the audit that was carried out on Ambifaro.
Socialists even speak of "contempt for the decisions" of the AM of Faro, by the executive.
"We consider it essential to investigate the reasons for the accumulated losses and deficit, given the financial feasibility study presented initially, to support the merger with the municipal market company", defended the PS/Faro, in your explanation of vote.
It is that, say the socialists, between 2015, the year in which the Municipal Market was transferred to the management of Ambifaro, and 2017, the municipal company from Faro "accumulated losses", namely "negative results in 2015, 2016 and 2017, in the amount of 475 thousand euros, 405 thousand euros and 1.300 thousand euros (1,3 million), respectively, which were covered by the municipal treasury”, they say.
The PSD defends, for its part, that the transfer of charged parking from the municipality to Ambifaro - the municipality did not renew the concession to private companies, at the end of 2018 – “it would be the only way for the company that manages the Market to be able, after all, to leave behind the gigantic financial hole that the PS left us”, they say.
Not least because, they guarantee, “the path of financial recovery” of that infrastructure has already been started. «In 2018, positive results were obtained for the first time since the construction of the Market and the financial debt, contracted with the construction of the Market, was reduced from 11 to 9,5 million», says the PSD.
The Social Democrats find it strange even though it was approved, at the same AM meeting, «the amendment to the statutes that would allow Ambifaro accommodate this task [parking management]', but that the actual passing of competence has been vetoed.
