«The implementation of the beach support under construction [on Peneco beach] is located outside the risk zones to the sea», while «the areas and constructive characteristics of the support fall within what is defined by the POOC and the project presents the mandatory functions defined for this type of structure», says the City Council of Albufeira, in a statement sent this afternoon to the newsrooms, about the case of the reconstruction of a restaurant in Praia do Peneco, in that city.

In this nine-point communiqué, the local authority recalls that «the Peneco beach support is just one of the two hundred that are being upgraded along the Algarve coast, under the domain of the Central State, Portuguese Environment Agency (APA) and Algarve Regional Coordination and Development Commission (CCDR)».

The project, underlines the Municipality of Albufeira, «was approved by the CCDR, in a decision-making conference, which implies the involvement of all entities, with an order dated September 16, 2016, being a “global and binding decision of the Central Administration : favorable”».

Then, on November 22, 2016, the architectural project «was unanimously approved (PS, PSD and VIVA)», «in the Chamber Meeting, where all the opinions are included». The licensing was approved on 22 August last year, "also unanimously and by the same three political forces."

On the other hand, stresses the municipality, "the construction in question is located in the same area where previously there was a beach support, which was destroyed by a storm in February 2001".

After the destruction, “because it was made of masonry, the location and the type of structure were changed, starting to be located outside the risk ranges of the cliffs and the structure being made of wood. Hence, in the POOC Burgau-Vilamoura (still in force), available on the APA website, there is a beach support at that location».

Therefore, it was necessary “to wait for the intervention foreseen in the POOC for the artificial feeding of the section between Praia do Peneco and Forte de S. João, carried out in 2011, and to assess its evolution and longevity, to understand the possibility of building the support of beach and its best location», adds the statement from the Municipality of Albufeira.

«During the time that has elapsed since the destruction of the old support until the present, it was only allowed the installation of a seasonal structure, smaller and removable, with commercial functions».

Like the Sul Informação already revealed, «the cylinders that are seen in the published images are the cylinders of the foundation shoes, which will be buried under two meters of sand».

This is because, says the municipality, «the rules for the construction of a beach support dictate that it must be based on firm rock and raised, higher than the sand, so that it does not collapse in case the sea moves forward and removes the sand from beach".

Albufeira Town Council also states, as the APA regional delegate had already told our newspaper, that «the implementation of the beach support under construction is located outside the risk zones to the sea», while «the areas and characteristics constructive support are framed in what is defined by the POOC and the project presents the mandatory functions defined for this type of structure».

The statement from the City Council of Albufeira ends by announcing that it is expected "that the support will be in operation before the next bathing season".
