Structured dialogue allows young people and policy makers to debate a variety of issues, with the aim of ensuring that young people's opinions are taken into account in the definition of European Union youth policies. The topics discussed are decided at European level by the youth ministers of the EU countries. Then, a group made up of representatives from the countries of the relevant trio of EU Presidencies, the European Commission and the European Youth Forum is tasked with coordinating the entire process and drawing up lists of questions to be presented twice a year to young people across the country. the Europe. These questions serve as a basis for consultations in EU countries, which are organized by national working groups and, in most cases, led by youth councils, with the participation of other youth organizations and stakeholders. Some international youth organizations also consult their members and submit observations in a timely manner.

The V Cycle of the European Commission initiative «Structured Dialogue» promoted, on the 6th of October, a debate between «about 50 young people from different districts of Barlavento» and political decision makers, at the Espaço Jovem de Lagos.

This session was «driven by active methodologies and sharing based on Non-Formal Education», says the Câmara de Lagos. Indeed, the «Structured Dialogue» intends to discuss «priorities, implementation and monitoring of European cooperation in the field of youth”, adds the local authority.

This was one of 3 inter-municipal sessions of this kind taking place in the Algarve, either in Sotavento, in the center or in Barlavento, and for which ECOS – Cooperative of Education, Cooperation and Development, CRL is responsible.

 

What is the V Cycle of Structured Dialogue?

This V Cycle of Structured Dialogue is a process articulated at the European level, with national implementations, from January 2016 to June 2017. The theme of this cycle is “to empower all young people to participate in a plural, interconnected and inclusive Europe: prepare for life, prepare for society».

In Portugal, it is the National Youth Council (CNJ) that coordinates the consultation of groups of young people between April and October 2016, in the 1st phase of the cycle.

In the 2nd phase, the results will be debated at the European level so that they can be transformed into action recommendations. Finally, in the 3rd phase of the cycle, a Implementation Toolbox. in April 2017, which translates into a “specifications of young European citizens” for European institutions and bodies of national sovereignty.
