The Municipal Regulation for Occupation of Public Space, Publicity and Propaganda will be in public consultation for 30 days, after its publication in Diário da República, this Wednesday. The document can be consulted online.
According to the Chamber of Silves, the two sets of rules that previously existed, relating to the occupation of public space and advertising, have now been brought together in the same regulation.
Currently, «the municipal regulation for the licensing of the occupation of public roads and the municipal regulation for the licensing of publicity and advertising, both approved by the competent municipal bodies in 1998 and 1999» are in force.
«Since then, several transformations have occurred in civil society, as have several important legal changes that have emerged, imposing new paradigms in the simplification of administrative procedures, with the objective of improving the response capacity of the Public Administration, meeting the needs of citizens and companies more quickly and effectively, especially in terms of occupation of public roads and advertising», according to the municipality.
Among the changes that took place at the turn of the century, the municipality of Silvense highlights the “Zero Licensing” regime, approved in 2011, “which made the regime of occupation of public space, posting and inscription of advertising messages of a nature less bureaucratic. and, at the same time, reduce the administrative burden on citizens and businesses'.
Taking into account "the volume and significant impact" of these changes, the City Council of Silves felt the need to formulate a new regulation "that disciplines the terms of the private use of public space and the posting and registration of publicity and advertising, with the aim of to reconcile the careful occupation and requalification of this space with the harmonious integration of urban furniture and advertising supports, as a way of promoting and enhancing the environmental quality of villages and urban life».
