The Government “wants to take a step back and create an organ that can be compared to the Civil Government, with a democratic twist” with the new Intermunicipal Communities that it is preparing to create, accused this week the movement “With Faro in the heart".

The movement studied the proposed law for the creation of the Statute of Intermunicipal Entities, currently under public discussion, with a special focus on the Intermunicipal Community of the Algarve that will result from it.

After a «deep analysis regarding the Algarve», the CFC concluded «that this is a bad and absurd law, in which, instead of representing an indispensable step forward in the affirmation of local power and regionalization, the Government wants take a huge step back».

«Instead of defining advances for the Pilot Administrative Region of the Algarve, a “thing” is created that in certain aspects can resemble the former Civil Government», accused the movement in a press release.

The structure that supported José Vitorino's candidacy for the Chamber of Faro in 2009 he accuses the law of having “various sins” in its philosophy and structure: “it strengthens the central power; attacks and empties local power and Parish Councils in their regional dimension; deals another blow in the creation of the Administrative Region of the Algarve; suffers from serious democratic sprains; and will create more well paid pots».

“It should be noted that the Government wants to deal a strong blow by ending the Intermunicipal Assembly in the existing region and which should be fundamental in the future, where the Municipal Assembly is represented. And it does not create anything in its place», he warned.

The Executive Committee of the Algarve Intermunicipal Community, a figure provided for in the new law, «is a puppet body», since the Electoral College that elects it is extinguished after the vote, «cannot monitor or control its activity and because in several of the competences it is dependent on the central power».

"It's not just a puppet, in the remuneration of its 1st Secretary, who will receive 45% of the salary of the President of the Republic, and in the Secretaries, which they will receive as Councilors!", he stressed.

«It should also be noted that there will be an Intermunicipal Council composed of the Mayors, which will have a President and Vice-President: a body that is partially emptied by the Executive Committee. The door to conflicts between this Board and the Executive Committee is also open”, concluded the CFC.
