The mayor of Vila Real de Santo António Luís Gomes suggested this Friday, to the Secretary of State for Culture, a set of measures to revitalize the heritage of the cities' historic centres.

For the mayor, who was speaking at the closing session of the VIII International Congress of Cities and Entities of the Enlightenment, in Vila Real de Santo António, it is necessary for the Government to start, in the short term, a national campaign to encourage rehabilitation and speed up the concession guarantees for this type of operations.

According to Luís Gomes, this measure should be added to the maintenance of the reduced VAT rate for requalification contracts, taking into account the positive economic impact that this type of works generates on Small and Medium Enterprises.

«Knowing the crisis that is going through the civil construction sector, we understand that small works can generate an important sum not only in the scope of urban regeneration practices, but also in the level of SMEs», noted the mayor.

Alluding to the executive's policy regarding the requalification of the Pombaline nucleus of VRSA, Luís Gomes also announced that he will promote, in the coming days, a broad debate to debate the best measures to adopt in the city's downtown, in a logic of “self-criticism”.

Along the same lines, he said he was waiting, with expectation, for the development of national applications for the Joint European Support for Sustainable Investment in Urban Areas (Jessica programme).

In his closing speech, Secretary of State Francisco José Viegas considered that the great challenge of cities is to resist urban growth, while maintaining the sources of financing for local authorities.

"Requalifying is also rehabiting cities, giving the opportunity for the signs of time to be returned to citizens, increasing their quality of life," concluded the Secretary of State.

The VIII International Congress of Cities and Entities of the Enlightenment was organized by the International Association of Cities and Entities of the Forum of Enlightenment (AiCEi), which includes a wide range of cities and institutions such as the Municipality of Vila Real de Santo António, the Ayuntamientos Madrid and Cartagena, the Universities of Cadiz and Oviedo or the city of Nueva Guatemala de La Asunción (Guatemala).

VRSA, who currently presided over this association, has now transferred the portfolio to the city of São Luís do Maranhão (Brazil), where the next congress will be held.
